Meeting of the Rail Committee on the Interoperability and Safety of the European Rail System (RISC)


The Committee is set up according to Article 51(1) of Directive (EU) 2016/797 on the interoperability of the rail system within the European Union and Article 28(1) of Directive (EU) 2016/798 on railway safety.
The Rail Interoperability and Safety Committee (“RISC”) debates, discusses and advises the European Commission upon the processes and measures relating to European railway interoperability and safety. Each Member State shall be considered to be one member of the Committee. In relation to the activities of the Joint Programming Committee for Rail (JPCR), Rail Sector associations have two observer seats in the Committee.

The RISC is a platform for information and exchange of views between Member States but provides also its opinion on the draft TSIs and other legal texts submitted to vote by the European Commission.
